Agriculture cooperatives have been playing a significant role in stepping up the growth of agriculture production in the country through supply of farm inputs and other technical services to the farmers. Cooperatives also provide post-harvest services for procurement, grading, processing, storage and marketing of farmers’ surplus produce. These cooperatives are rendering an equally useful service by maintaining the supply-line and distribution of consumer articles including essential commodities in rural areas.

To undertake these functions effectively, cooperatives require adequate captive storage capacity of their own at the village, mandi and rail head centres. To meet this requirement, the National Cooperative Development Corporation (NCDC) has been assisting cooperative societies functioning at the village, mandi, district, regional, state and national levels for construction of godowns of their own to create storage facility, and repair / renovation of existing capacity of godowns under various Government of India as well as Corporation Sponsored Schemes.

Eligible Cooperative Societies:

NCDC provides assistance to primary, district and state level cooperatives.

Activities Assisted

The eligible cooperative societies are assisted for construction and repair /renovation of godowns depending upon the potential. For developing primary cooperatives into growth centres at the village level, NCDC assists for construction of an office room, a shop for sale of consumer articles and a residence for the Secretary or Manager wherever required with the godown. The Corporation also encourages primary cooperatives to prepare business development plans to expand their non-credit business and for utilisation of godowns to their maximum capacity.

Mode of Funding

Financial assistance is provided through the State Govt. or directly to the eligible cooperatives.

Quantum of Assistance

Varies from activity to activity and up to 90-95 % of the total cost for the most of the activities However, in case of strengthening of share capital base/margin money/working capital assistance, the quantum of assistance can be up-to 100%.

Norms for direct funding

Cooperatives operating for minimum three years & broadly fulfilling following criteria are eligible:

  • Net worth should be positive
  • There should be no erosion in share capital.
  • Cash profit in last three years and net profit in two years
  • Should be in a position to provide 1.25 to 1.5 times security.

NCDC is an implementation agency for the following Centrally sponsored/ Central sector schemes:

1. Agricultural Marketing Infrastructure (AMI) sub scheme of Integrated Scheme for Agriculture (ISAM)

NCDC has been one of the implementing agencies of Gramin Bhandaran Yojana, a Capital Investment Subsidy Scheme for Construction and Repair/Renovation of Rural Godowns from 2007-2012 and from 2012-2017, the credit linked subsidy was continued under Central Sector Agriculture Marketing Infrastructure Scheme (AMI) sub scheme of Central Sector Integrated Scheme on Agriculture Marketing (ISAM) up to 06.08.2014.

Department of Agriculture Cooperation & Farmers Welfare (DAC&FW) has issued Operational Guidelines for Agricultural Marketing Infrastructure (AMI) sub scheme of Integrated Scheme for Agriculture (ISAM) w.e.f. 22.10.2018 to 31.03.2021 or till the date of recommendations of 15th Finance Commission, whichever is earlier. The scheme has now been extended up to 31.03.2026 (Circular 1). These revised Operational Guidelines of Agricultural Marketing Infrastructure (AMI) sub-scheme of ISAM is also available on the website.

Under the scheme, financial assistance is being provided for the following activities :-

  • For Storage infrastructure projects.
  • For infrastructure projects other than Storage (Primary processing viz. sorting, grading, chilling, freezing etc.)
  • Stand alone cold storage units up to 1000 MT is allowed.
  • Assistance for renovation will be allowed and restricted to Storage infrastructure project of Cooperatives routed through NCDC only for project cost as appraised by Bank / NCDC or actual cost or Rs. 750/- per MT of Storage capacity, whichever is lower. (Circular 2)

2. Interest Subvention & Credit Guarantee through Financing Facility under Agriculture Infrastructure Fund scheme of Department of Agriculture & Farmers’ Welfare, GoI

NCDC, on 25.08.2023 signed a Memorandum of Understanding (MoU) with Department of Agriculture & Farmers’ Welfare, GoI for implementation of the Agriculture Infrastructure Fund scheme to facilitate beneficiary cooperatives to avail medium/long term debt financing facility for investment in viable projects relating to post-harvest management, infrastructure and community farming assets in order to improve agriculture infrastructure in the country. Key features:

  • Interest subvention of 3% per annum on loans up to a limit of Rs. 2 crore for a period of 7 years
  • In case of loans beyond Rs. 2 crore, then the interest subvention will be limited to Rs. 2 crore only.
  • Credit guarantee coverage under Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) scheme for loans up to Rs. 2 crore.
