I. State of Tamilnadu:

 

1. Cooperative Movement:

 

             Tamilnadu has been a pioneer state in the cooperative movement in the country. The first coop. credit society in the country was started at Thirur, Thiruvallur District in the year 1904. During the same year, Triplicane Urban Coop. Society and Big Kancheepuram Coop. Town Bank were also started in Tamilnadu. The cooperatives in Tamilnadu play a vital role in implementation of universal Public Distribution System. The cooperatives have built a wide distribution network in the State and run majority of fair price shops i.e., 32546 fair price shops out of total number of 34686 shops.

 

             There are 10360 Cooperatives are functioning under the Registrar of Cooperative Societies, 6 State Level Organisations, 23 District Central Cooperative Banks, 4506 Primary Agricultural Cooperative Credit Societies including 26 Farmers Service Cooperative Societies, 112 Primary Cooperative Marketing Societies, 1 State Cooperative Union, 22 Large sized Multipurpose Cooperative Societies function in the State. Societies functioning under other functional Registrars include 16 Cooperative Sugar Mills under Director of Sugar, 6 District Cooperative Spinning Mills under Director of Handlooms & Textiles. Other cooperatives are functioning in the State under the control of various functional Registrars.

 

2. Flow of NCDC funds:

 

             The financial assistance provided by NCDC as on 15.11.2016 in Tamilnadu State is 3405.84 crores. With amendment of NCDC Act in 2002, the scope of implementation of programmes in new areas especially providing short term working capital and funding of notifies new services has widened resulting in greater flow of NCDC funds to the State of Tamilnadu. II. Union Territory of Puducherry:

 

 

1. Cooperative Movement:

 

        The Union Territory of Puducherry comprises of Puducherry, Karaikal, Mahe and Yanam regions. The UT of Puducherry has joined in the Coop,. Movement after the merger with Indian Union in 1954. There are 516 Cooperative Societies are functioning in the UT of Puducherry. So far, NCDC has provided financial assistance of Rs.49.66 crores to the UT Govt. for the development of Spinning Mills, Sugar Mills, Fishery etc.

            

Registrar of Cooperative Societies is the Head of Cooperative Department with overall administrative control of all types of cooperatives (except fishery cooperatives).  Cooperative Department comes under the purview of Development Commissioner cum Secretary Cooperation.

 

             Director of Fisheries is the functional Registrar for Fisheries Cooperatives.  Directorate of Fisheries and Fishermen Welfare comes under the purview of Secretary(Fisheries).

 

There are 516 Cooperatives functioning in the Union Territory which include 1 State Cooperative Bank, 1 Land Development Bank, 1  Coop. Urban Bank, 1 Cooperative Union, 124 Dairy Societies,  54 Primary Agricultural Cooperative Credit Societies, 2 Primary Cooperative Marketing Societies and 66 fishermen societies. 

 

2. Flow of NCDC funds:

ICDP: Out of 32 districts in Tamilnadu, so far ICDP has been implemented in 25 districts, 3 projects are under implementation and NCDC has sanctioned financial assistance of Rs.175.62 crores for implementation of 3 projects in the districts of Namakkal, Thiruvallur and Kanyakumari which is yet to commence its implementation. The State Govt. has recently recommended the DPR to NCDC for implementing ICDP in Chennai district at a total cost of Rs.179.01 crores. By this, all the 32 districts in the State have been covered under ICDP scheme of NCDC. So far, NCDC has provided total financial assistance of Rs.428.56 crores to the Govt. of Tamilnadu for implementing ICDP in the State.

Rehabilitation - cum - Modernisation of 5 functional Cooperative Spinning Mills:  An amount of Rs.132.05 crores was sanctioned and released Rs.123.32 crores (Rs.105.13 crores as loan and Rs.18.19 crores as subsidy) to the Govt. of Tamilnadu for rehabilitation-cum-modernisation of five functional viz. Anna, Bharathi, Kanyakumari, Pudukottai and Krishnagiri Cooperative Spinning Mills in the State at a total block cost of Rs.147.21 crores. The implementation of this project was completed by 31.3.2016 and the mills are functioning full capacity.

Working Capital loan:  NCDC has so far provided as working capital loan of rs.1950 crores to Tamilnadu State Apex cooperative bank (TNSC Bank) and rs.120 crores to Tamilnadu Cooperative State Agriculture and rural Development bank ltd. for jewel loan operations through their affiliated banks.

Sugar Cooperatives:  NCDC has so far provided Rs. 461.88 crores to the Govt. of Tamilnadu for the development of Cooperative Sugar Mills for Modernisation and Expansion, by-products units, working capital etc.

Construction of godowns: An amount of Rs.19.37 crores have been provided for construction of 4759 rural and 410 marketing godowns with capacity of 982728 MTs and 2 cold storages with a capacity of 3750 tonnes in the State.

Integrated Marine Fisheries development Project (IMFDP): NCDC has sanctioned financial assistance of Rs.15.88 crores and rs.45.06 crores to the Govt. of Tamilnadu for implementation Integrated Marine Fisheries Development Project(IMFDP) Phase-I & II respectively for the development of fishery cooperatives in Tamilnadu. The IMFDP Phase-I has been fully implemented and the implementation of IMFDP Phase-II was discontinued in the second year of implementation due to Tsunami during the year 2004.

Tea Cooperatives:  NCDC has provided financial assistance of rs.10.49 crores to the govt. of Tamilnadu for development/ establishment of Tea Cooperatives and INDCOSERVE for various purposes. Out of which, an amount of Rs.2.20 crores were provided for implementation of an integrated Cooperative Tea Development project in Nilgiris district for modernization of 13 coop. Tea factories (modernization of machinery & computer controlled system and installation of heat recovery system) and construction of warehouse by INDCOSERVE between the year 1995 and 2001 at a total project cost of Rs.2.76 crores.

Coir Cooperatives: NCDC has provided financial assistance of Rs.3.16 crores to the Govt. of Tamilnadu for implementation of an Integrated Cooperative Coir Development Project in the State at a total block cost of Rs.411.34 lakhs during the period from 1998-99 to 2007-08 through the Tamilnadu State Coir Coop. Marketing Federation (TANCOFED).
