Evaluation & Statistics

1.          The unprecedented growth of development activities in the country since Independence has spotlighted the importance of evaluation as an integral part of development administration. Evaluation has been considered as an essential aspect of the formulation and execution of development plans and programmes. In this context, it has been adopted as a method of continually improving the execution of development programmes.  Evaluation has been accepted essential for the assessment of the progress & impact of programmes and for analysis of the reasons for success or failure and indication of the direction of improvement in programmes’ operation.  Evaluation is therefore, an essential aid to policy.

 

        The National Cooperative Development Corporation (NCDC) is an apex cooperative financing institution and has been implementing GOI’s various schemes / programmes / projects in the country for development of cooperatives of agriculture and allied sectors.  Considering the importance and necessity of evaluation in administration of development plans and programmes,  the governing Ministry, management of the Corporation, statutory auditors and World Bank felt a need of an independent Evaluation Division in NCDC.  Finally, as a consequence of the recommendations of the above, establishment of E&S was approved in 22nd BOM’s meeting and became functional since October 1982 with the following responsibilities:

 

· To critically evaluate project implementation, identify problem areas, assess effectiveness of participating institutions and measure project impact on the participating cooperatives and their members, compare costs and benefits realised with the appraisal estimates and projections.

· To collect & collate statistical data relating to NCDC activities / policies.

 

2.           Since then, studies are undertaken in compliance of  the decisions of the following Management / Authorities of the Corporation: –

a. General Council / Board of Management of NCDC,

b. Ministry of Agriculture (DOAC) / Textile / Civil Supplies,

c. Govt. auditors

d. Managing Director / Deputy Managing Director of NCDC,

e. Under agreement with the International Aided Agencies (World Bank / EEC)

f. Besides, statistics on NCDC activities is also compiled annually

 

       In the last 23 years since inception, E&S have undertaken more than 100 studies of different sectors.

 

3.      Evaluation studies are conducted to verify whether the objectives with which a scheme / programme / project was prepared has been achieved and to analyse the shortcomings, strength and weaknesses.  For undertaking project evaluation, facts and figures on various aspects of the project are gathered through field survey of the project-cooperatives and then collated and analysed. Following are the general steps of approach for conducting an evaluation / impact  study:

 

· Framing TOR based on the study objectives.

· Study of related document files, selection of sample cooperatives and Structuring questionnaire.

· Making arrangements for conducting field survey of sample coop. & meetings With GOS / project authorities.

· Visit of study team for field survey of sample coop. & GOS offices for  collection  of  required information.

· Scrutiny and compilation of collected information.

· Analysis and drawing conclusions.

· Report writing and obtaining approval.

 

4.        Utilities of Evaluation / Impact studies:

 

· Provide answer for continuation / expansion / termination of the ongoing Schemes / Programmes / projects.

· Help to improve ongoing programmes.

· Provide basis for planning future programmes.

 

II. Agriculture Insurance Services:

             Agriculture Insurance services were included in NCDC’s mandate w.e.f. 13th January 2003. Since, the present form of NCDC does not fulfill the necessary provisions of Insurance Act and hence, it can not undertake the business of agriculture insurance like Agriculture Insurance Company (AIC). Therefore, for compliance to mandate given, various ways were explored to carry out agriculture insurance by NCDC.  After a series of discussions in various meetings of DOAC / BOM / AIC etc., NCDC with the aim to acquire experience of insurance, was associated as facilitator to AIC for implementing their scheme “Varsha Bima 2005” in Dehradun, Haridwar and Pithoragarh districts of Uttaranchal. A scheme for providing finance to cooperatives for making payment against insurance premium for non-loanee farmers is being explored for formulation.
